A piece of paper towel is rubbed along a PVC tube. The same is done with a plastic strip cut out of a carrier bag. Both the tube and the foil are getting charged negatively and hence repel each other. The foil levitates!
How does it work?
Both objects are highly negatively charged by friction. Since like charge repel each other, the film can float. The film is attracted to a human head or hand, because the negative charge of the foil displaces the negative charges from the neutral skin, so only positive charge remains. The plus and minus attract each other, and the film is drawn towards the skin.
